The plot summary
The series centres on the love story of Shim Cheong (Jun Ji-hyun), a mermaid, and Heo Joon-jae (Lee Min-ho), a witty con-artist. Focusing on rebirth, fate, and unrequited love, their tale is juxtaposed with the parallel story of their Joseon-era incarnations, the mermaid, Se-hwa, and town head, Kim Dam-ryeong.
During the Joseon era, a mermaid saves the son of a nobleman, Kim Dam-ryeong, from drowning. Following the incident, the two children become close friends, and Dam-ryeong names her Se-hwa, meaning 'a bright, shining child', after his deceased younger sister. Despite being from two different worlds, they fall in love until Dam-ryeong is forced to take up an arranged marriage. Se-hwa plans to live upon the land with Dam-ryeong, but she cannot turn her fishtail into a pair of human legs yet due to having not reached adulthood. Devastated by the news of Dam-ryeong's marriage, she decides to leave him forever. Nevertheless, Dam-ryeong's love for Se-hwa forces him to leave his wife on their wedding night and jump into the ocean to look for her. A distraught Se-hwa rescues him from drowning and promptly erases his memories of her and their love so that he may not look for her again.
After years of separation, their paths cross again when they are adults as Se-hwa is found by town folks trapped in a cave after a storm, and brought before Dam-ryeong, now a widowed town official. While Dam-ryeong does not remember Se-hwa, he takes pity on her and sets her free. This angers the town inn head, noble man, Yang Seung-woo, who has been eyeing her for his own selfish desires. He plots to capture her and sell her to the highest bidder. Dam-ryeong, who has been having dreams of his past life with Se-hwa, realizes that she is the same mermaid he once loved and vows to protect her from harm. He helps her escape from the town and reunites with her in a secret cave where they confess their feelings for each other. However, their happiness is short-lived as Yang Seung-woo and his men track them down and attack them. Dam-ryeong and Se-hwa are fatally wounded and die in each other's arms, but not before making a promise to meet again in their next lives.
In the present day, Heo Joon-jae is a skilled con-artist who uses his good looks and charm to swindle people out of their money. He meets Shim Cheong, a mermaid who has crossed the ocean to find him, believing that he is the reincarnation of Dam-ryeong. She follows him to Seoul and saves him from a car accident, but in the process, she loses her memory. Joon-jae takes her in out of curiosity and names her Shim Cheong, meaning 'pure and clear', after his mother's maiden name. He soon discovers that she is a mermaid and decides to help her recover her memory and return to the sea. Along the way, he falls in love with her, but he also faces danger from his past enemies and a mysterious woman named Kang Seo-hee, who claims to be his stepmother.
Meanwhile, Joon-jae also begins to have dreams of his past life as Dam-ryeong and learns about his tragic fate with Se-hwa. He realizes that he has to break the cycle of death and rebirth and protect Cheong from anyone who wants to harm her. He also discovers that Kang Seo-hee is actually the reincarnation of Yang Seung-woo, the man who killed him and Se-hwa in their previous lives. He confronts her and exposes her crimes, but she escapes and kidnaps Cheong, intending to kill her once and for all. Joon-jae manages to rescue Cheong and they escape to a remote island where they live happily for a while. However, Cheong's health begins to deteriorate as she longs for the sea. Joon-jae decides to let her go back to the ocean, even though it means losing her forever. He bids her farewell with a kiss and watches her swim away.
Three years later, Joon-jae is now a successful lawyer who still misses Cheong dearly. He travels around the world looking for any signs of her existence. One day, he receives a call from his friend and partner in crime, Jo Nam-doo, who tells him that he has found Cheong in Spain. Joon-jae rushes to see her and finds her waiting for him at the same place where they first met. She tells him that she has regained her memory and has been looking for him as well. She also reveals that she can now turn her fishtail into human legs whenever she wants. They embrace each other and kiss passionately, finally reunited after overcoming many obstacles.
